EU Directive on the promotion of electricity from renewable energy sources takes effect

On 27 September 2001, the European Council concluded the Directive on electricity from renewable energy sources via a written procedure. It entered into force on 27 October 2001, with its publication in the EU's Official Journal. The Directive provides the necessary framework for increasing the share of renewable energies in total electricity consumption in the EU to 12% by 2010. With a view to meeting this target, the directive sets indicative targets for the share of renewable energies in energy consumption for each member state. According to these targets, the share of renewable energies in energy production should increase from nearly 14% in 1997 to around 22% in 2010 in the EU. Germany should double its share of renewables from around 6.25% in 2000 to 12.5% in 2010. The member states are free to decide which instruments to use in order to reach their targets.

The European Commission's Communication analyzes the state of renewable energies in the European Union. This is the official report the Commission has to present under Article 3 of directive 2001/77/EC in order to evaluate the progress made in the EU-15 towards achieving the national targets for electricity production from renewable energy sources. According to the communication, Germany is on the right track (page 15 of the report).
